Sir,

I have the honour to enclose for your

consideration a Tramway Ordinance that has been passed in

Legislative Council through the Committee Stage and which

awaits the settlement of certain points submitted in the

enclosures noted in the attached list before proceeding with

the third reading.

In Committee of the whole Council upon

the Bill, all the amendments contained in the report of the

Standing Law Committee of which I enclose a copy were adopted

with the exception that the amendment numbered 3, which re-

lates to Clause 14 of the Bill, was adopted as amended in red

ink.

3.

In view of the fact that there are numerous

matters of a technical character, which will require to

be decided by competent experts at home, I have thought it

advisable not to proceed with the Third Reading of the Bill

now, but to leave the Bill in its present stage so that it

may be reconsidered in Committee of the Legislative Council

after you have decided, upon the advice of experts at home,

what further amendments ought to be inserted in the Bill.
